ST4S is delivered by Education Services Australia Limited (ESA), a not‑for‑profit organisation owned by Australian Education Ministers and operating within the Australian Government’s portfolio of companies and entities. The ST4S team are employees of ESA.

About ST4S Working Group Members #
The ST4S Working Group oversees the ST4S initiative and comprises representatives from government agencies and the K–12 education sector in Australia and New Zealand.
Each member organisation or department is officially represented by its Chief Information Officer (CIO), Chief Technology Officer (CTO) or Director General (for education departments). These officials may appoint an acting representative when necessary.
The Working Group meets monthly to:
- Nominate products for assessment
- Submit and approve updates to the ST4S Framework
- Discuss privacy, security and related issues
- Undertake other governance activities
The chair of the Working Group rotates, typically every 12 months, or sooner if staff movements or other factors require a change.
